Local and federal government officials believe privatedevelopment may spur growth in an area where the Federal officialshave long sought--and failed--to build an enclave of federaloffices.

Two proposals for the new U.S. Department of Transportationheadquarters involve private development of the center. The bill isnecessary if either proposal would be chosen for the 1.3 million-sflease.
