The council signed the agreement after dropping The Surnow Co.of WestBloomfield Township. A newly elected council had somephilosophicaldifferences with the former company about how todevelop the downtown area,says William Hatley, communityimprovement director for the city.Surnow had created more big boxdevelopments, and the new council is lookingto create more of atraditional main street, Hatley said.

He said Simeon will redevelop 15 acres, consisting of about 15old shops andstructures structures and a parking lot.Hatley saidthe council has allotted about $4 million to acquire the land attheintersection of M-85 and M-39, and has so far negotiated purchasesforabout one-third of the property.
