Superior, a town along the US 36 corridor between Boulder andDenver, has had its population skyrocket 2,156% in the 1990s, goingfrom 276 residents to 7,221. In 1990, the town had lacked runningwater until Denver-based MDC Holdings Inc., one of the largestpublic home building companies in the country, had startedconstruction of the 8,000-home Rock Creek subdivision. Theincreased rooftops have brought big-box retailers and, morerecently, high-tech office buildings.
Now, the Superior Town Board is worried it is growing viapiecemeal planning instead of in a comprehensive manner. Thus,Superior officials have imposed a four-month building moratoriumfor commercial and residential development while they review thecomprehensive growth plan. The moratorium will expire Feb. 13.
