Developer D.J. Martin has proposed to build a restaurant, a60-room hotel,two office buildings and four retail buildings, andeither 100 single-familyor 280 multi-family residential units alongWest Chicago Boulevard.The development needs water and sewerservices offered by the city, so thecity is buying the propertyfrom the township for about $12,000 a year for15 years, to make upfor lost tax revenue.

The developer has not yet submitted the site plan for thedevelopment, say city officials.
