The project, consisting of 183 apartments and 1,700 sf ofcommercial space in a five-story building with subterranean parkinggarage, is expected to have a floor area ratio (FAR) of 2.38. Builton 18 assembled parcels purchased from six different owners, thebuilding will be on property located in 100 blocks of E. Whitingand Chapman avenues in the city's downtownarea.

The project, developed by the Morgan Group of Houston, TX hasthe city's support. "A developer isn't going to come in toFullerton from Houston and put together a $35-million mixed-useproject without some encouragement from the city," says GaryChalupsky, Fullerton's Director of Redevelopment &EconomicDevelopment.

Having no concerns about adverse effects on downtown traffic orthe environment, city staff recommended a negative declaration onthe project. However, four of the five council members voted todelayapproval of it anyway, Chalupsky believes, due to concernsabout sufficient parking.
