Under terms of a proposed revision of its lease agreement,Panorama Flight Services has agreed not to begin servicing aircraftbefore 6 a.m. and even then only to serve aircraft that will departafter 6:30 a.m. The development is another step in Spano's effortsto convince tenants to abide by the voluntary ban on flying. Thelease must be approved by the Board of Legislators.

Panorama is the second airport tenant that has agreed to aprovision in its lease that restricts its activities during curfewhours. Spano notes that he expects all future leases with airporttenants to include such a provision.

"As County Executive, I am committed to a Good Neighbor Policyfor the operation of the airport," Spano stresses. "An importantelement of that is to prevent noise that keeps Westchesterresidents from enjoying a good night's sleep. Since we don't havethe legal right at this point to impose a mandatory night-timeflying curfew, we are committed to other steps to see that thevoluntary curfew is followed."
