BOSTON-Approval of the Boston Harbor Plan paves the way for the development of 2.9 million sf of mixed-use space proposed by hotel developer Nicholas Pritzker at Fan Pier and another nearly one million sf of development at Pier 4 by developer Steven Karp. The plan, which increased the amount of open space to be set aside, also reduced the scope of the Pritzker proposal by approximately 300,000 sf and lowered the height of some of the buildings. In addition, Building H at Pritzker’s nine building complex has been changed from an office building to a residential structure.

Commenting on the agreement, Governor Paul Cellucci noted that, “The plan approved today will ensure the economic revitalization of one of Boston’s historic jewels moves forward. The development of Fan Pier and Pier 4 within the harbor planning area, and the adjacent McCourt Gateway and the Convention Center, will make Boston a destination second to none.”

Boston Mayor Thomas Menino commented that, “This is probably the most exciting development that will happen in Boston in our lifetimes. We needed to plan a waterfront fit for a city, with everyday life and vitality. And we got the job done.”

Highlights of the plan include doubling the size of the public park at Fan Pier Cove, a wider Haborwalk and more green spaces along the entire perimeter of the cove and piers to provide space for activities along the water’s edge.

Environmental Secretary Bob Durand said the plan, which covers 128 acres, “promotes the city of Boston’s vision for the waterfront, allowing for the building of a vibrant new neighborhood, while enhancing the public’s right to waterfront access. Years from now, we will be able to point to our actions with pride because we are charting the right course for the waterfront today.”
