To spur Downtown growth in the 1980s, the city set up a systemthat did not require scrutiny from the Community Appearance Boardin the Downtown redevelopment area, although it is required forother areas of the city. Hanson and other members of the CommunityRedevelopment Agency now believe the rate of Downtown growthcurrently demands more detailed investigation of newly-plannedprojects to maintain Downtown's character.

A counter measure aimed at changing the approval process wouldcreate a review committee made up of the CRA, the Downtown VisionsCommittee, the Community Appearance Board and the Planning andZoning Board. CRA chairman Dave Freudenberg favors that option. Athird proposal would require full approval of projects by thePlanning and Zoning Board and the Community Appearance Board. BocaRaton is 60 miles north of Downtown Miami.
