The long-awaited center, to be built at Alameda Parkway andAlameda Drive, will be designed by a local company, Michael BarberArchitecture. The general contractor's award is in the hands of theWeitz Co.'s Denver office.

Municipal agencies currently are housed in retrofitted officebuildings. The project will put all of the municipal departmentsunder one roof for the first time. In some cases, departments aresplit in half, with offices scattered as far as five milesapart.

The project will be financed through certificates ofparticipation. With the certificates, a separate building authorityleases the building to the city, which incurs the debt. Propertytaxes will not be increased to pay for the building, which isscheduled to open in two years.
