After numerous delays, the FAA finished the environmental impactstatement and approved plans for the project, which includes aFedEx facility and a third runway.

The study is the final hurdle to formal FAA approval of theproject. Had the FAA determined that the hub's creation would tooadversely affect the environment, the project would have beenscrapped.

Construction of the first phase of the hub should be finished by2005; phase two is slated for completion in 2010. FedEx will paythe estimated $300 million for construction of the facility.
