The city determined that the clinic will meet the city'srequirement for a Public Benefit Feature better than the movietheater did. The city also waived rules related to rent and feerestrictions, considering the $380,000 in tenant improvementdollars that come with the deal to fulfill the requirement fordiscounted rent.

In the approval, the city reserved the right to review andcondition the detailed plans for the Group Health Clinicparticularly regarding street level entry details and availabilityof restrooms to ensure that the "feature will provide a valuableservice to Downtown residents, office workers, and shoppers."

The decision is not appealable, but is subject to requests forinterpretations within the two-week comment period.
