A Madison official explains that "Westview Promenade provides amuch needed venue of a convenient place to go to the movies andrestaurants and shop for clothes and home furnishings in a qualityenvironment, whereas most of the other retail in Frederick haslagged behind the upgrade of surrounding incomes levels."
