Both AW Perry Inc., which is constructing the building, and BlueCross/Blue Shield, which will occupy the space, will provideRockland with $3 million in mitigation costs for the project,including $25,000 a year for the next 10 years. AW Perry will alsobe paying for road improvements that lead to the building.

Hingham will be receiving payment in lieu of taxes from BlueCross/Blue Shield because its status as non profit provides it withtax exemption. The deal provides for the health care company to pay60% of the assessed value of the taxes.

A group of Rockland residents in have voiced concerns over theincrease in traffic as well as the drain on water and sewageresources. A representative of Rockland's town government tellsGlobeSt.com that the town is in the process of expanding itsreservoir and upgrading its sewer system to accommodate theadditional use.
