The Kerry-Edwards camp pointed to Kerry's attempts to addressthe situation in the form of the National Affordable Housing TrustFund Act, which he wrote, and his desire to preserve existinghousing. Additionally, Kerry introduced the Community DevelopmentHomeownership Tax Credit Act in an effort to spur the developmentof housing for low- and moderate-income households.

For its part, the Bush-Cheney faction responded that theadministration is establishing a goal of increasing the nation'sstable of affordable homes by seven million over the next decadethrough the Homeownership Tax Credit. Both candidates alsoresponded that addressing the issue of homelessness is a toppriority.
