Marcy Owens Test leads CBRE’s Federal Lessor Advisory Group (FLAG), bringing 37 years of experience and a 360-degree perspective from her time at the GSA. Despite a dramatic slowdown in federal leasing in 2025, Owens Test's team completed 57 transactions totaling over 1.5 million square feet, maintaining their status as the most active federal landlord-representation team in the country.

She is a national authority on federal real estate, frequently sought by the media to interpret policy shifts from the Department of Government Efficiency. Recently installed as Chair of the Board of the National Federal Development Association (NFDA), Owens Test is also a dedicated mentor who serves on the American University Dean’s Board of Advisors.

Her multifaceted life includes being an active singer and fundraiser within the Washington, DC choral arts community.
