Morgan Gallagher is a partner at Cox, Castle & Nicholson specializing in California land use, zoning, and environmental permitting. Gallagher is currently lead counsel on a 2,500-unit project in Banning and is managing entitlement efforts for a 100-key boutique hotel in Riverside County.She recently secured approvals for a 150,000-square-foot retail center in Los Angeles County and a 280-unit mixed-use development in Simi Valley that includes affordable housing and a community park. Gallagher also serves as lead land use counsel for an Orange County battery storage project, which is critical for enhancing regional grid reliability.Her expertise in CEQA and the Coastal Act allows her to navigate some of the most complex regulatory environments in the country. Beyond her legal practice, Gallagher serves as Chair of the Women’s Leadership Initiative for the Urban Land Institute Orange County/Inland Empire Chapter.She is also an active board member for the Tustin Community Foundation and The Salvation Army Orange County, and she regularly volunteers at the Orange County Rescue Mission.
