MILWAUKEE-Three developers, who are competing to redevelop the North Avenue library in Milwaukee into an apartment, are appealing to a federal government loan program to construct market-rate housing or state tax credits to fund affordable units. They are Oregon, Wisconsin-based Gorman & Co. Inc., Waukesha-based HSI Properties LLC and Madison-based Stone House Development Inc.
