HOUSTON-Market forces played a major role in the scaling back of original plans proposed by OliverMcMillan LLC for the River Oaks District project, according to sources familiar to the project. Current proposal will include 278 units, a 270,000-square-foot retail space, and a 99,000-square-foot office space but will not feature hotel component and high-rise towers as in the original plan proposed in 2007.
