PORTLAND, OR-Green Light Cooperative and Capstone Partners have started construction on D Street Village, a two-phased project at Southeast 30th Avenue and Southeast Division Street. The $10-million to $20-million project will provide retail space, offices and an apartment complex.

The first phase, which started recently, will convert the 30,000-square-foot Natures Northwest building at 3016 S.E. Division St. into approximately 21,000 square feet of office and retail space.
