WASHINGTON, DC—The District of Columbia is once again looking for a master developer for the former St. Elizabeths Hospital east campus.

On Monday, the Office of the Deputy Mayor for Planning and Economic Development released a request for proposals for what amounts to 1.6 million square feet of “mixed-use and technology-focused development” housed in new and renovated historic structures to be built near the Congress Heights Metro Station, according to the Washington Business Journal.

The master developer will plan, design, develop, finance, construct and operate phase 1 of the east campus that will include the “Innovation Hub,” and a mix of office, retail and residential spaces. Microsoft, SmartBIM and Treasury Advisory Services and Citelum US have signed non-binding letters of intent to anchor the St. Elizabeths east innovation hub. The district has already penned a master plan for 183 acres of the east campus and committed more than $100 million for infrastructure upgrades.

In February 2013, the District rescinded a previously released RFP on the east campus, citing limited private sector interest until anchor tenants for the Innovation Hub were signed up. See story in the Washington Business Journal.
