FORT LAUDERDALE, FL-Residents in a three-story apartment building complained that La Rive, a a 43-unit structure planned on a less-than-an-acre site by developers Christian D. Wissing and Vicenzo Esposito, will block out the sun from their property. The bureaucratic quandary here is that all city agencies, except the commission, have previously approved the venture. The city's final decision is set for March 15. Fort Lauderdale is 26 miles north of Downtown Miami.
