KIRKLAND, WA-TWS Development, owned by Tom Singleton, is partnering with Gary Jezek on the 24,300-sf project. The general contractor is Construction Associates Inc. of Mountlake Terrace. The project's architect is Ruhl-Parr & Associates of Bellevue.
