ST. PAUL, MN-The St. Paul Port Authority this week opened Capitol City Plaza, its $20-million parking ramp in Downtown. The ramp has an unusual configuration in that it occupies the southwest and northeast corners of the city block bounded by Kellogg Boulevard, and Fourth, Cedar and Minnesota streets.

The 990-space ramp will also include ground-level retail space, as well as a car wash, auto services and audio/video tape rental operation.
