BALTIMORE-The Baltimore Development Corp. is accelerating plansfor a $20 million residential complex, called Liberty Park, on thewest side of downtown Baltimore. Last year, Anthony Waddell andChristopher Harrison proposed an unsolicited offer to buy fivecity-owned assets and the old Health Care for the Homeless buildingfor the 92-unit project.
