SAN DIEGO-The city of San Diego will start preliminary review onplans presented for a $200-million mixed-use development in MissionValley later this year. Doug Manchester, the U-T San Diegopublisher, purchased the U-T San Diego campus in December.

The developer has not yet submitted full formal plans for theproject, which will also require the Planning Commission and CityCouncil's approval.
