BALTIMORE-David S. Brown Enterprises Ltd. has topped off thefirst of two apartment buildings near the Owings Mills Metro SubwayStation. The two five-story residential buildings, which will have232 units, are expected to be completed in March. They are part ofMetro Centre, a $550-million mixed-use project coming up inBaltimore County.
