PHILADELPHIA-Developers Bart Blatstein,president of Tower Investments, andRichard Soloff, CEO of Soloff RealtyDevelopment, were joined by city officials on Wednesday tobreak ground on a much needed retail project in NorthPhiladelphia.

The Ninth Street Marketplace Shopping Center project to be builton a nearly 2.5-acre lot in the Ludlow section of the city willinclude a Bottom Dollar Foods supermarket and a Dollar Generalstore, according to the Inquirer.

Blatstein said the center will be "providing food to a communitythat needs it." He added, "The Ludlow community is deserving and inneed of this,"
