ATLANTIC CITY, NJ—The full report from Gov. ChrisChristie's Atlantic City summit calls for an emergencymanager who has “extraordinary powers” and to “rightsize” itspolice and fire departments.

The report, which has not been endorsed by the governor, wasposted on the New Jersey Casino Reinvestment DevelopmentAuthority's website on Thursday. The report recommendsthat casino funds that are now directed to the non-profit marketinggroup Atlantic City Alliance, be channeled to anew development corporation modeled after one in New Brunswick, NJ,according to The Inquirer.

The task of the proposed "ACDevCo" is toacquire land and demolish or sell the properties to developers.
