SAN FRANCISCO—The Rincon Hill Plan devised in the last decade was the first neighborhood plan adopted by the planning commission in more than 10 years. It ensured top-quality residential development at a neighborhood scale, with shorter buildings on the street interspersed with the tallest towers at the top of Rincon Hill, forming a new city skyline, according to the San Francisco Planning Department.

The goal was to allow ongoing transformation into a new mixed-use residential neighborhood adjacent to downtown, with both strong urban design controls and funding mechanisms for the necessary public infrastructure, including open space, streets, community facilities and housing. The plan included retail shops and neighborhood services, and transforming key streets into landscaped residential streets. The result is a plan that balances Rincon Hill’s potential to provide much-needed housing with the design requirements of a livable neighborhood.
